West Oʻahu families spend hours in traffic every week just getting to work and back home. Wayne is committed to pushing for real infrastructure solutions that give District 39 residents more time with their families and less time stuck on H-1.
Education & Schools
District 39 families deserve schools that are ready for their kids. With overcrowded campuses and a graduation rate below the national average, Wayne will fight to make sure our children have the resources, space, and support they need to thrive.
Government Responsiveness
Government should work for the people, not the other way around. Wayne will bring transparency, accessibility, and genuine accountability back to the State Capitol — starting with listening to the residents of District 39.

For the Community
Wayne Kaiwi grew up understanding that life isn’t always a straight road. At 18, he made choices that led to incarceration — a chapter of his life he doesn’t shy away from, because it’s part of what shaped who he became. In that difficult season, he learned what accountability truly means, what responsibility costs, and what second chances are worth. He came out the other side with a clearer sense of purpose: to serve others, strengthen his community, and never take for granted the gift of a fresh start.
That journey is the reason Wayne stands before District 39 as a candidate today — not in spite of where he’s been, but because of it.

Wayne has spent years serving in the trenches of community life, long before a campaign was ever on the table:
- Kalihi-Kapālama Neighborhood Board — Representative
- ʻEwa Neighborhood Board — Representative
- Executive Director, Masons and Plasterers Fraternal Association — Advocating for Hawaiʻi’s construction and labor workforce
- Co-Founder, Back Dah Blue Hawaiʻi — Supporting law enforcement officers and their families across the islands
Wayne has worked alongside unions, neighborhood boards, and community organizations because he believes that meaningful change happens when people work together — not around each other.

District 39 is home to a rich, layered community — young families building their futures, longtime residents who’ve watched the landscape change, workers commuting long hours to provide for the ones they love, and Native Hawaiian families carrying traditions that deserve to be honored.
Wayne is running to make sure every one of them has a seat at the table. He believes government should be responsive, transparent, and humble enough to listen before it acts. He will fight to address the rising cost of living, invest in public safety, improve traffic and infrastructure, and strengthen the schools where District 39’s children spend their days.
This isn’t about a title. It’s about showing up, every single day, for the people who call District 39 home.
